What does this mean?

How would you use this when speaking to someone?

It is a British saying.
“all mouth and trousers” – describes someone who has a seriously inflated ego (always bragging, arrogant, cocky, too full of him/herself),
someone with a tendency to talk big
“all mouth and no trousers” – used to describe someone who talks big but actually does little, someone arrogant or boastful who
does very little to prove or show any of his/her claims are true. 
It implies that the boaster/big talker definitely cannot/will not actually do anything to back up all his/her bragging.
