Why does homework have an “s” up here? I thought it was a collective noun.

The ‘s’ is there because it is what is known as an “error” 🙂

…also the title should use “language”, as I doubt anyone will want to ask a question about two languages at the same time.

Yes , I thought so , too. language is correct. Maybe it is “homeworks” when you are doing more than one type of homework? Like fish and fishes?? It must be British 🙂

Work is uncountable when it means effort, a job, study,…
Work is countable when it means something created, like art, music,…
“Homework” is study, so in that context it cannot be “homeworks”; to make it plural would you have to write something like “I was given three pieces of homework”.
The other use of work would be “Beethoven’s later works are very challenging”.
